Thomas L. Sheehy In California, the top 1% of personal income tax filers pay 50% of all the PIT that comes into the state general fund. PIT accounts for 55% of the GF annual revenues. That means almost 1/3 of the state GF comes from and is controlled by about 136,000 returns - this in a state of over 37 million. In fact, this concentration of wealth has been the primary cause of revenue volatility that has been a key factor in California state government structural budget deficits in the last two decades.
